If you found out you were going blind what would you knock off your retro/tech bucket list?

Ok, Mastodon, Kayla is looking for an arcade game from the 80s that is a SciFi 3d racing game. Between rounds a floating eye talked (subtitled) to you.

I played it in 1987 probably. Gloria Estefan and Janet Jackson's Control were on the radio here in the US. The same summer I also played Bionic Commando and Rolling Thunder.

Can anyone identify this game? I've been trying to remember the name for years.
